Windows on building, the sun & some lights strung between poles light up. The initial cancel where the stamp should have been is probably a Saint Louis duplex 1 handstamp-- probably, because the stamp is applied over some of it. Then in the lower left is a violet 2-ring circular "City Distribution Division // NOV / 13 / 1904 // St. Louis, Mo. (P.D.)"
